Investors in First Quantum Minerals (TSX:FM) received a fresh sign of progress in the long-running dispute over the shuttered Cobre Panamá mine after a Panamanian government commission recommended opening formal negotiations with the Canadian miner to explore a path toward resuming operations.

The recommendation, submitted to Panama’s president on Wednesday, marks the latest development in a saga that has weighed heavily on First Quantum since late 2023, when the government ordered the closure of the mine following a Supreme Court ruling that declared the operation’s mining contract unconstitutional.

In a statement, First Quantum said it welcomed the submission of the commission’s studies, analysis and comprehensive audit report, which contains 17 recommendations regarding the future of the massive copper mine.

The developments represent a potentially important step toward resolving one of the mining industry’s most closely watched disputes. Before its closure, Cobre Panamá was one of the world’s largest copper mines and a key contributor to Panama’s economy, while also accounting for a significant portion of First Quantum’s production and earnings.

First Quantum said it recognizes that any new agreement must respect Panama’s sovereignty, democratic institutions and government-led process. The company added that it intends to engage constructively and in good faith to develop a legal framework that is fair, transparent and consistent with Panama’s constitution and laws.

Environmental stewardship remains a central focus of the discussions, according to the company. First Quantum said it is committed to working with the government to ensure strong environmental safeguards, effective oversight and transparent monitoring of the mine.

The company also emphasized the mine’s potential economic benefits, citing employment opportunities, workforce development, local procurement, community investment and broader contributions to Panama’s economy as key elements of a sustainable long-term solution.

While the commission’s recommendations do not guarantee the mine will restart, investors are likely to view the proposed negotiations as a meaningful step toward a possible resolution after nearly three years of uncertainty. First Quantum said it is now awaiting guidance from the Panamanian government on the next stage of engagement.

First Quantum is a global copper producer in the form of concentrate, cathode, and anode, with additional inventories of nickel, gold and cobalt. The company has been active in Panama for the past decade.

First Quantum Minerals stock (TSX:FM) opened trading more than 2% higher at C$38.00 and has risen more than 6% since the year began.
