AtkinsRéalis Group (TSX:ATRL) and Siemens Mobility have signed a co-development contract for the systems component of TramCité, a major public transit infrastructure project set to transform transportation in Québec City.
The agreement brings together AtkinsRéalis, the Montreal-based engineering services and nuclear company, and Siemens Mobility, a global transportation technology provider with more than 175 years of experience in intelligent transport solutions. The companies will operate under the general partnership Connexion Capitale to develop and deliver key rail systems for the planned tramway network.

Under the contract, the partners will combine their expertise in rail systems integration, signaling, communications, electrification, and large-scale project delivery. The work will include the integration and implementation of rail technologies across the network, as well as oversight of testing and commissioning activities designed to ensure safe, reliable, and efficient transit operations.
“This project reflects the growing importance of integrated systems expertise in delivering complex transit infrastructure,” AtkinsRéalis’ president and CEO, Ian Edwards, said in a news release. “By bringing together AtkinsRéalis’ global capabilities in systems integration, engineering, and major project delivery with Siemens Mobility’s advanced rail technologies and digital mobility solutions, we are well positioned to support the successful implementation of this landmark project.”
“TramCité is an important project for Québec City and the future backbone of sustainable urban mobility,” Stéphanie Vaillancourt, president, Canada, AtkinsRéalis, added. “Our focus is on working closely with our client, partners and stakeholders to deliver an integrated transit system with the reliability and performance that communities expect from a transit system, supporting the city’s long‑term transportation needs.”
The project also includes planning for long-term maintenance, a critical component aimed at supporting the network’s operational performance over its lifespan.
TramCité is being delivered through a Progressive Design-Build model, an approach that emphasizes collaboration during the early stages of project development. During the co-development phase, the project team will work to refine the technical design, establish the project schedule, determine final pricing, and define performance and delivery requirements before construction and full execution begin.
The model is intended to reduce project risks by promoting early alignment among stakeholders and improving integration across technical and operational disciplines.
AtkinsRéalis said the approach builds on its experience delivering complex rail and transit infrastructure projects through collaborative delivery frameworks. The company noted that early planning and coordination are essential to achieving long-term operational success on major transportation projects.
For Siemens Mobility, the agreement expands its role in Canada’s growing transit infrastructure sector, where demand for modern, sustainable public transportation systems continues to increase.
The TramCité project is expected to play a central role in enhancing mobility throughout Québec City, offering residents and visitors a modern transit alternative while supporting broader goals related to urban development, sustainability, and transportation efficiency.
With the signing of the co-development contract, AtkinsRéalis and Siemens Mobility have taken a significant step toward advancing one of Québec City’s most ambitious public transit initiatives, laying the groundwork for the development of an integrated and technologically advanced tramway system.
Siemens Mobility is a business division/subsidiary of Siemens AG (OTC Pink:SIEGY), the publicly traded German technology and industrial company.
AtkinsRéalis provides engineering and nuclear energy solutions across the world, including consulting, advisory and environmental services, intelligent networks and cybersecurity, design, procurement, project and construction management, operations and maintenance, decommissioning and capital.
AtkinsRéalis Group stock (TSX:ATRL) opened trading more than a per cent lower at C$89.49 and has risen 0.46 per cent since the year began.
