Canada’s renewable fuels industry received a major boost this week with the federal government’s announcement of a new Biofuels Production Incentive — a $370 million, two-year program designed to strengthen the stability and competitiveness of domestic producers of biodiesel and renewable diesel. The initiative, expected to launch in January 2026, underscores the country’s commitment to supporting low-carbon fuel production and complements targeted amendments to the Clean Fuel Regulations.
For Cielo Waste Solutions (TSXV: CMC; OTCQB: CWSFF), this policy development could not be more timely. Under the leadership of CEO Ryan C. Jackson, the Company is advancing Project Nexus in British Columbia — its flagship clean fuels facility designed to transform creosote-treated railway ties, woody biomass, and agricultural residues into renewable natural gas (RNG) and hydrogen. The project also serves as the foundation for the NEXUS Platform, a scalable model in development that can be replicated across Canada and into international markets.

“Announcements like the federal Biofuels Production Incentive show that governments are serious about creating the conditions for low-carbon fuel producers to thrive,” said Jackson. “While our initial focus is on renewable natural gas and hydrogen, Project Nexus lays the groundwork for the NEXUS Platform — a framework that could also accommodate renewable diesel and sustainable aviation fuel production in the future. Having supportive policy tools in place increases the certainty needed to scale solutions like ours.”
Project Nexus: a flagship facility with a national role
Railway ties, millions of which are discarded annually across North America, represent an under-addressed environmental challenge. By converting them into low-carbon fuels, Project Nexus offers both a waste diversion solution and an emissions reduction pathway. The facility is currently in the pre-FEED stage at a site identified in Northern British Columbia, with engineering, technology integration, and site review underway.
Strengthened by supportive programs
In addition to the new Biofuels Production Incentive, Cielo has submitted a $5 million grant application under the federal Clean Fuels Fund and is advancing applications under the CleanBC Industry Fund, the Strategic Innovation Fund, and BC’s Low Carbon Fuels Initiative Agreements. Together, these programs create a robust framework of government support to de-risk development and enhance the financial profile of Project Nexus.
A platform for growth
Unlike traditional single-asset projects, the NEXUS Platform — now taking shape through Project Nexus — is designed as a replicable framework. By integrating proven technologies with disciplined execution, it provides flexibility to tailor projects to feedstocks and market demand, from RNG and hydrogen to renewable diesel and SAF. This positions Cielo to leverage both domestic policy momentum and international market opportunities.
Leadership driving impact
Jackson’s leadership is central to this strategy. With decades of executive experience, he is steering Cielo’s transition from early-stage development to commercial operations, supported by a team and board with deep expertise in energy, governance, and public policy.
“Project Nexus is the starting point of a much larger vision,” Jackson added. “With the NEXUS Platform, we are building a model that can scale across Canada and into global markets. Federal incentives like the Biofuels Production Incentive, combined with provincial and federal grant programs already in place, show that the timing is right for clean fuel producers like Cielo to make a meaningful impact.”
By advancing Project Nexus in step with supportive policy developments, Cielo Waste Solutions is aligning itself with Canada’s clean energy future, creating an innovative blueprint for turning waste into fuel and delivering long-term value for both shareholders and the environment.
